Even if an applicant is enrolled with the Central Council, place of residence or enrollment status must be from the Council's Compact/Signatory Tribal Agreement service area. Those not listed below have chosen to administer their own higher education funds. Applicants from outside the service area will be referred to their respective IRA Council/Association. 

Compact/Signatory Tribe Requirements

The following IRA tribal entities and/or communities are eligible for award consideration under the Council's Compact/Signatory Tribal Agreement:

1. Haines /Chilkoot Indian Association
2. Craig /Craig Community Association
3. Juneau /Juneau T&H Community Council
4. Kasaan
5. Pelican
6. Organized Village of Saxman
7. Tenakee /Tenakee Springs Community Council
8. Wrangell /Wrangell Cooperative Association

Individuals who originate from these communities but live outside of Southeast Alaska are also eligible to apply but are funded on a "funds available" basis.

Applicants who reside in or have received funds from the following communities, will be referred to their respective community IRA organization for all their higher education scholarship needs:

Angoon :Angoon Community Association
Douglas :Douglas Indian Association
Kake :Organized Village of Kake
Klawock :Klawock Community Association
Klukwan :Chilkat Indian Village
Hydaburg :Hydaburg Cooperative Association
Hoonah :Hoonah Indian Association
Ketchikan :Ketchikan Indian Corporation
Metlakatla :Metlakatla Indian Corporation
Petersburg :Petersburg Indian Association
Sitka :Sitka Tribe of Alaska
Yakutat :Yakutat Tlingit Tribe

 

It is against policy for applicants to obtain funding from more than one federally funded tribal entity. The student must relinquish request of services to one tribe, thus remaining eligible to receive assistance from the other. Once a student has applied for and received funds from one tribal agency, and has enrolled in their degree program, the student cannot apply to the Central Council for funding consideration.

 

Central Council Employment & Training

Students cannot receive funding from both the CCTHITA Employment and Training Adult Vocational Training program and CSA program without relinquishing one program over the other.

Sealaska Students

Due to stock inheritance to non-Indians, Sealaska membership is not considered criteria for determining eligibility for the CSA program.

Grandfather rights are extended to currently funded students who are Sealaska Shareholders, but not enrolled with the CCTHITA, until they graduate, drop-out, withdraw, or are suspended from the CSA program. At that time, the student will have to enroll with the CCTHITA or seek other funding sources.

Adoption

Upon application by an Indian individual who has reached the age of eighteen and who was the subject of an adoptive placement, the court which entered the final decree shall inform such individual of the tribal affiliation, if any, of the individual's biological parents and provide such other information as may be necessary to protect any rights flowing from the individual's tribal relationship.
